Yes and no.

Homicides are down compared to the early 90s but were on the same level as 1997 during 2016.

So your argument is that Republicans in the 1980s did not do enough to reverse the epidemic of violent crime that began in the '60s? They should have cracked down harder? ...started putting even more people in prison?
