An executive order is not good enough as it will just be reversed during the next (D) administration. They need to change that part of the actual ACA or it's just smoke and mirrors.
However they will for all other injuries... and they far outweigh in numbers than those seeking cancer treatment for free. You can always pick and choose corner cases.. however a person seriously injured will not be turned away from the ER. Hospital will render care... with minimal impact cost wise.. but still an impact.
You only need to look at NJ's Automobile insurance situation to know how badly the uninsured are to the entire system of insurance if you pass the responsibility to those paying insured rather than make it those irresponsible non-payers pay a stiff penalty.
1986 law requires ERS to stabilize a patient regardless of the patient's ability to pay.
It certainly does not mean, the hospital will not bill you for services rendered.
I lived in NJ twice. It's one of 12 states with the no fault insurance thing going on intended to minimize litigation. It, like about half the stat4s also requires uninsured/underinsured motorist insurance. Penalties for driving without insurance tend to be a tad lax, a fine which can escalate to jail time and license suspension and then the uninsured/unlicensed still drive.
There are more efficient ways to help out the less fortunate and the church can do this much better than government.

Catholic Charities is the largest conduit between government and charities. The vast majority of their funding comes from government grants, not people who attend services. Lutheran Services is the second and they too receive the lion's share of funding from government.

Most young people are healthy and they can't afford the insurance so at tax time they nailed with a fine. Many like me who are healthy (and don't qualify for the Obamacare welfare subsidy) are getting killed with extremely expensive monthly health care premiums. Our monthly premiums are so high to subsidize people getting Obamacare subsidies. If you prefer, I can call those people getting subsidies the moochers.
