California would have to come up with more 9 billion dollars annually to cover the decrease in Medicaid reimbursement from 95% to 50%.
New York would have to come with over 5 billion dollars.
North Dakota could make up for the short fall with only 111 million more dollars, West Virginia with 157 million more dollars of state aid could continue the Medicaid expansion.
It looks like California and New York will go from 95% to 50% reimbursement rates, while other states have reimbursement rates above 70% and could continue it without much issue.
I wonder if it puts Medicaid back to the level before the expansion under Obamacare.

That would increase the number of uninsured. Trump has promised that his super duper double secret plan would decrease the number of uninsured, increase benefits, lower deductibles, and cost less.
Why not do away with Medicaid and Medicare. Instead replace it with a State level open insurance market. State caps the maximum cost of various insurances with various levels of insurance.
In addition to, the State offers their own insurance plan that is adjusted accordingly to individuals income/size of household. Once an individual goes above the average cost of living yearly wage...That is based of the size of the household are then taxed an additional 5% each insurance deduction.

There is also other various insurances the State offers such as if homeless or unemployed able to apply for State insurance that last for 24 to 36 month's. Few stipulations involved.
Also taxes for catastrophic Healthcare. Also individuals who don't have health insurance, that don't have a Religious exemption, incur a tax penalty yearly.

"Markets" for health insurance doesn't work. The market for healthcare is not the same as your typical market for other goods and services.
I don't know of a single person who literally shops around and sees the doctor/hospital that has the lowest cost. By default, there is 1 primary care physician and you go through that hospital for all general services. That's a monopoly right there and can price gouge as much as they can. "Competition" is a fake concept that doesn't work in real life for healthcare that conservatives want you to believe.
When Trump turned the individual mandate off, he basically destroyed the ACA. Now the Republicans HAVE to do something. And their ideas will never ever pass. Individual Republicans KNOW that if they vote for this, they will not be re-elected in their individual states. As such the Republicans can't manage a majority, let alone the 60 votes they need to get through the Senate.
They've spent 8 years throwing rocks, and getting nothing done. They have NO idea how to get this passed. But Trump shot the ACA. And everyone will blame them. Meanwhile their president is insulting everyone on the left, apparently unaware just how much he is sabotaging any possibility of getting things through the Senate.

Ah, the U.K., my husband is from the U.K. He is not going back there for Universal Health plan. Not even when we were both unemployed and needed insurance. His two best UK friends who are both engineers have not found a job with a decent company for nearly 15 years. The last companies that they worked for before they got laid off were both USA companies. Thanks but no thanks.

He did run on repealing Obamacare. But even with Obamacare there are 29 millions uninsured still.
