You are claiming that if the BOSS of the Director of the FBI tells him to start an investigation, that the Director would IGNORE what his boss tells him what to do?

If the BOSS of the Director of the FBI had complete control over him, then Comey would have never sent that letter to Congress 11 days before the election.
You can't hail Comey as a hero for "exposing" Hillary while simultaneously criticizing him for obtaining a FISA warrant to investigate Trump.

If so - is the Justice Department going to open up an investigation because this is a very serious claim that threatens the integrity of our democracy?
If the wiretap charge is true it is totally possible Obama has plausible deniability. I wouldn't put it past good old Valerie Jarrett or his chief of staff or just his/Hillary's supporters embedded in those intel agencies trying to help their king/queen...

You implying it is the FBI leaking classified information to the press, the Democrat members of congress and the Hillary campaign.

Not complete control but back channel control. Comey didn't recommend charging Hillary even though he laid out a perfect case to do so. Now also remember that the head of the DOJ stated that Hillary wouldn't be indicted well before Comey was even finished with his investigation.
So, while you are right the President doesn't have "direct control" of the FBI he certainly does with respect to the DOJ and the DOJ can telegraph to the FBI what it will or won't do...
