OH please.....the island went from 3,808,610 in 2000 to 3,411,307 in 2015 (U.S Census data) .............3.4 million people in an island of 130 x 35 miles is still very over-populated place.
You have a over-populated island with limited resources with a territorial status that is suppressing growth so of course many will go the the mainland for better opportunities, that's what U.S. Citizenship is for to move freely within the nation.
