Not to nitpick, but "patients who held American drivers' licenses" could describe Canadian citizens or bi-nationals legally living in the US and just going back to Canada for the free healthcare as opposed to US-only citizen sneaking into Canada to get healthcare.

No. A Canadian citizen who is a resident in the U.S. cannot receive free healthcare in Canada. Each province requires proof of residency in that province for a minimum of three months before being eligible.

It was a real problem until the photo I/D/ health cards became the norm across Canada.
