Immigrants whose culture is antithetical to American culture will never assimilate and are not good candidates for citizenship. If an immigrant will be on welfare from day one entry into the country, not a good candidate either. We have admitted both, along with a very significant number of illegal immigrants, recently.
But I thought illegal immigration has gone down since Trump's presidency started?
I will say this. We should not be facilitating non-english speakers. The language of our government is english. We shouldn't be providing interpreters, tests in Spanish, Russian or Chinese. If you can't speak the common language perhaps you should go else where.
The United States is the only country that is expected to allow people to not assimilate into American culture. Americans that want to immigrate to Mexico would be expected to assimilate into Mexican culture. For the rubes, American culture would be considered the kind of culture that embodies typical western values.
I have the Mexican equivalent of a Green Card, it's a Permanente Residente. I am not required to speak or understand Spanish. I am not expected to assimilate.

This may shiver yer timbers but the Spanish speaking people of Puerto Rico are American citizens at birth.

This makes for a strong, unified country. Like it used to be. You didn't dare act unamerican 20, 30+ years ago! You learned the language, and culture, and acted right!
My Grandparents didn't speak English when they came here--on either side. It took them time and my Grandmother still spoke broken English at best till her last years. They were hard workers and all of their children were. The children became executives of companies and good parents and contributed to their society in more ways than most. Most of their Grandchildren hold College Degrees.
Under Dumbo's Law, none of this would be possible. My Grandparents wouldn't even be allowed to come in. This is Donald Trump's America and Vision for America, but not for most of us. His base is only 30 %, but the remaining 70 % I doubt think along these lines.
