I tend to think this has a lot to do with the upcoming budget fight, if you can stomach looking through the comments sections in breibart, they only thing those period are ever critical of is raising debt, my opinion it's that they(bannon/Gorka) want to get out of the crossfire for all the tax cuts for the rich, corporate welfare and the debt ceiling. They can better shape opinion and make sure trump escapes blame from the outside.
In reality they already tried negotiating with the factions of the Republican party, they tried strong arming them, from inside of the administration and we unsuccessful, now they are about to do something extremely unpopular with conservatives, they are better positing to go after those factions from the outside since the carrot didn't work.

'Cutting off the nose to spite one's face' seems to one of the (shorthand) ways to describe the Trump administration's MO ~ needlessly self-destructive over-reactions to problems rather than careful consideration of the problem itself, while applying a creative & critical thinking approach to resolve.
Impulsively acting out of pique, or anger, or fear, or in pursuit of revenge, all have the tendency to damage oneself more than the object of one's anger, pique, fear, etc.
This dysfunctional strategy is concerning enough when evidenced in one's personal affairs, concerns are multiplied exponentially when the health of a Nation is at stake.
Also concerning is the seeming lack of interest in pursuing an orderly transition team to develop & implement a functional agenda:
