Why do people assume he snapped? This was clearly premeditated. Snapped usually means it was sudden, this monster clearly planned to kill as many people as possible.

If you are close enough to have people hear your gun shots you are better off screaming. Also most people don't know the shot rule that hunters use and would hear gunfire and probably run away from the area.
Still the SWAT teams had to be staged at the hotel for the concert or was "SWAT" just the beat cops doing their duty.
I don't know how Vegas works, in Maricopa County AZ there are Special Response teams roaming the county pretty much all the time. I'd guess Vegas would be the same especially when there's a high profile event going on.
