They pay it. It is used throughout the year to create wealth for the government. Then, at the end of the year, the government gives it back. Usually because their income is too low.

These are the same people who voted for Trump, uninformed, who make enough to survive. When they work and fill out their docs. no one is there to point out the correct way to fill out the form.

You can pick, and choose what to consume. It is a more voluntary decision. Tax on any income is not voluntary, but mandatory. There is no "choice" in the matter. If I want to pay less taxes in a consumption based system, I can CHOOSE to consume less.

Actually you'd fit right in with Somalia. They have no problem stomping on the rights of individuals and stealing.

lol Before the income tax we had roads, bridges, schools, fought in 9 wars and didn't loose any.
The gas tax and tolls should pay for all the public roads and bridges.
