Can someone knowledgeable about the matter explain how this is enforceable. If the content is hosted outside of Germany how does the law apply.

What is hate speech? Speech that is opposing to what you have emotionally been hand fed?

The point is these different countries don't have the same laws and protections for free speech that we enjoy in the US. The US is pretty unique within the world community when it comes to personal protections for many "freedoms". The countries of the EU, Germany included, chose to setup their governments in a way that allows them to prosecute & regulate things they feel would be detrimental to the well being of their citizens or image. Hate speech happens to be one of these things. There are very few countries, if any, in this world that operate under libertarian type principles. A good reason is because these systems don't work and do more harm than good. A community is built on compromise...

Then it would be up to those counties to ban facebook, google, and twitter, then.

Generally speaking, liberals are much more prone to give up things like freedom of speech.
