So how could he have condoned the previous payments to Cohen???

This is all damage control. Originally, Trump thought he could lie his way out of the payoff and avoid any political fallout. The fact that he is changing his story completely suggests to me that he is less worried about political fallout and more worried about something else at this point.
In the larger perspective, Trump hates the job, he's terrible at it and he has to know. Why would he care about political fall-out at all?

I don't think Cohen or Giuliani are dumbasses.
Cohen was a fixer, and he was competent at what he did when Trump was just a businessman. While some of what he did may have violated the law, his actions didn't receive intense scrutiny, and served the purpose. I think the convoluted way of getting payment to Daniels was his attempt at evading potential scrutiny; he wasn't used to dealing with the kind of scrutiny that Presidential dealings get, and didn't realize that all this denial and elaborate financial schemes would be like a neon sign saying, "dig here". The Trump campaign didn't really understand the laws and rules governing Presidential campaigns, either. They operated it like Trump has operated his business empire.
Giuliani truly was a brilliant prosecutor and a sharp legal mind. He's aging, but also, I think the President presses his legal team to do things they shouldn't do. They know they shouldn't, but he's the boss, and I think he makes that very clear to everybody, that he's the boss. So even when his judgment calls aren't the best, people cater to him. Until they reach the point they can't anymore. Hence, the ever-evolving legal team.
Must be really interesting to live in Kellyanne's house.
