Because Trump had asked for only enough for 1/3 of the wall, $18 billion, a figure he has publicly stated for weeks.

Democrats offered $1.6 billion.

At that rate, the wall wouldn't be finished for 50 years.

Of course Trump rejected it.
According to Schumer, the number which they discussed came from Trump.

And of course earlier everyone heard him say he'll sign a deal if they bring it to him.

Interestingly Trump says a shutdown is always the presidents fault, because a president is supposed to get people in a room and negotiate a deal.

And it sounds like 18 billion will only cover a part of it. His estimates are all over the place.
