For the sake of accuracy, the "whistleblower" here is saying that the HUD secretary who said that 5k wasn't enough for an office chair was Secretary Clemmensen, who was the HUD secretary PRIOR to Trump taking office. Secretary Carson wanted to re-decorate his office, understandably, and the "whistleblower", Helen Foster, told Secretary Clemmensen that there was a $5,000 limit for that. She was instructed to "find the money", and she followed procedure by reporting to the budget director the request to exceed the limit.
While she is credited for exposing a $10 million budget shortfall, her argument that this was the reason for her demotion is not proved. President Trump has had a pattern of demoting career bureaucrats, and appointing his own choices, and that may have very well be what happened here.
No it is not understandable. Why should everyone who gets an office also get a redecorating budget? I'm pretty sure, that doesn't happen in the private sector--why should the government do it just because the taxpayers are footing the bill?
I am a fiscal conservative. This is an agency that definitely needs reform and should be pared down to a more reasonable cost and a sensible mission statement (rather than being hijacked as another tool for leftist social engineering), but cmon, complaining over a few tens of thousands while billions are being, frankly, squandered, just doesn't make sense to me. What's 30K out of 50 BILLION?

I can't agree. Things suitable for an executive office aren't cheap. This is the office where this person is going to be meeting VIPs from both our govt and the private sector , are they supposed to have card tables and cinder block/plywood desks like I had in my apartment while in college just to save "the taxpayers" money? If you're going to have this agency, do it right. Make it effective and enable it to function. Don't be a cheapskate and skimp on stuff. Just to put this in perspective, HUD has spent more money than that on furnishing some crackhead welfare queens apartment (that they spent 10x times as much buying or constructing in the first place!). Why does she deserve that for being a miserable failure and drain on society and yet the esteemed administrator of the agency can't have furnishings befitting the executive of a large agency? Ridiculous!
And the other complaint was about them not wanting to pay to install a security system at his private residence because the "threat assessment" was low. The man is a Cabinet head. He needs the same amount of security at his home as any other person that is a political target of the opposition merely because of his job. It is not unusual. Even Congress members get these perks. Its not a lavish frivolity. Security is basic stuff. These are things that the protective services division is paid to do, to monitor, and to respond to. Its not reasonable to balk over paying for these expenses that are necessary for the person to be in the job and not feel like doing so is putting themselves and their family in unreasonable positions of being afraid for their own safety.

HUD should be pared back. 30K is PEANUTS, dude. HUD has a $50B annual budget! I'd guess more than half of the money they spend shouldn't even be spent. Its wasted. Don't worry about the 30K. Worry about 50B.

A "manager" can manage in ANY FIELD. He is managing and leading PEOPLE, not building things.
Congress assigns office space based on seniority. Every two years Members of Congress are able to change offices and redecorate those offices. Been that way forever, this is how the government works.
