It'll help reduce heat islands, which can help reduce the temperature of the world (in a very small way). I think they're misusing the phrase "climate change" here, unfortunately.

But it is a good premise, I believe.

What's crazy about it? The urban heat island effect is very real. In very sunny places like LA, it can increase temperature by 10F. That's a pretty big difference when deciding whether you need to turn on the AC or not.

It's inexpensive to simply paint the streets white, too.

I remember a long time ago I sometimes worked on a white roofs of large buildings. It certainly does reflect the sunlight. It's like being in a microwave. You'll get a sunburn in places dogs don't have hair.

I don't know about this.
