Michael Cohen doesn't work in the Trump administration so how does pay to play apply and how is it criminal? No comparison to Hillary's pay to play as Sec. of State.

Because Cohens is Trumps personal lawyer. He never quit, resigned or got fired.

If Trump is on the phone with him every single day about their business..... well figure it out.
