I was talking to a security person at a chain store whose job took him to all the locations in my town. They also changed their policy a couple years back where they let the shoplifters go once they exit the front door. And the same shoplifters go to each store in the chain with little fear. And shoplifting has increased sharply.

I thought the same thing would happen when they changed this policy about 7 years ago, there are some younger people that know this about our chain, and do take advantage of it, but overall, shoplifting has remained about the same for all the stores in my district (which is about 28 stores). Even stores in high crime areas, shoplifting does not effect P&L significantly.
I think this is mostly due to the way our contracts are written, cigarettes are a great example, they are a high theft item, but Altria (Marlboro) 'eats' most of this, the stores do not loose a dime when a pack of cigarettes are stolen.
