I was just about to post this and ask for opinions on who people thought wrote it. My money is on Nikki Haley, something about the tone and wording struck me as sounding like her, and the examples about foreign policy seem like they come from first hand knowledge.

Possible but I don't think so. I think he is too "buddy buddy" with POTUS to be the one. I also think its Haley because I think she has political ambition for a higher office, and this is an excellent set up for future reveal for her. I don't see Kudlow with similar motive.
