How do you make plea deals without a judge?......no, really, I would like to know.
Plea deals are negotiated with the prosecutor. The judge usually accepts them. Doesn’t have to of course, but usually if the prosecutor and defendant are agreed on the terms, the judge will agree too.

Manafort has enough knowledge of what happened during the campaign to either put Trump in jail or prove his innocence conclusively. If Trump is innocent, he would be campaigning for Manafort to testify publicly to that fact.

All you had to do was read the papers. Papadopulos himself said his testimony to Mueller had a lot to do with the Trump-Russia investigation.

According to Manafort's daughter, he and Trump were together in Trump's office all the time.
