Purely from the restaurant owner's perspective, would you prefer that a controversial figure come dine with you that you will have to protect, or would you prefer that joe shmoe who pretty much gets along with others come dine in your establishment?
I'm only responding to those who state restaurants should have a policy and when they recognize a controversial figure, their policy of how to protect him from the public should kick in.
At the end of that short video, the restaurant was moving to get the protesters out the door, when Cruz decides to leave instead.

Not at all. What about the "Free Speech" the right is always screaming about (in error, BTW; Individuals cannot violate 1A)? Cruz is an employee of America, nothing more, nothing less. His employers demand the right to be heard.
Cruz, McConell, Ryan, Grassley, et al may as well get used to this treatment for the rest of their lives. They will never be able to go out on public again without being accosted, and they have done it to themselves.
As a standard of comparison, Obama is greeted by cheering crowds wherever he turns up. As you sow.

Amazing that Trump-haters are fine with a group, Smash Racism DC, who call for the assassination of Pence, killing cops, killing all white people who were born before 1962, etc., etc., etc...............
At some point maybe at this point stuff like this, harassing elected officials, should be considered insurrection and even treasonous.
Treason is a little much, don't you think? A little too fascistic of a solution.
How about punishment being you have to eat dinner with the person you harassed. Having to listen to Lyin' Ted for hours would certainly be a deterrent.
