The problem with your numbers is that they're "raw" numbers. While Whites may make up 40% of benefit recipients that number, when normed with total White population is a lower percentage of the population cohort.
While Blacks make up @13% of the US population around 25% receive benefits, so they're overrepresented while Whites (at 65%+/- of total population) are underrepresented.
SNAP is supported by Big Food and Big Grocer lobbies/ donors.
PepsiCo would not be please if Dew and Cheetos were no longer be eligible for purchase with SNAP benefits.
Not only that, but 18% of all food stamps are redeemed at Walmart. I'm sure the Walmart heirs and board of directors will have something to say about these "free soup kitchens".

Or he could have just scraped together 67 votes and overridden Trump's veto. He had to have 60 votes just to pass a spending bill, so fixing it should have been simple. Instead, he gestured thumbs up and sat on it.
