As I said earlier, many people use food banks and the like as a supplement to SNAP. If you're talking about Meals on Wheels, sorry to burst your bubble but that's a federal food program.
You can't buy beer or any alcohol with SNAP money. Nor are many people buying steaks, which actually are a pretty good value for the money. Lots buy canned food now, canned mac and cheese, spaghetti, and the like.
Yes, they use food banks in addition to food stamps in addition to cash. So I dont think anyone is going to starve. No not MOW, meals prepared by volunteers at churches and charities and delivered to shut ins. My church is one of several that do this.
Alcohol, cigarettes, etc. are purchased by trading ones FS for cash. You would be surprised. I recently ran into some old friends who get food stamps. They actually bought a dog with food stamps.
Word is that nobody in Oregon is getting EBT (food stamps). Of course the Department of Agriculture is closed, as are local offices, so there is nobody to ask if it's a glitch. If it's a glitch, there's nobody to fix it.
National news says the program is funded through the end of January, but word on the street says it's not happening.
Are poor people in other states faced with the same problem?
Shame to see for the first time in modern History a POTUS holding poor americans hostage to avoid embarrassment over his failure to convert rhetoric into policy. Never in my life have i seen POTUS do this. Poor people in Red and Blue states will find this winter a lot colder .

I lived in Atlanta for 13 years, and saw this frequently. It goes down like this:
EBT card owner hangs out in front of a convenience store or a grocery store and solicits people entering the store with "Hey, want a discount on your groceries? I'll get your stuff for you at 50% discount." They then go into the store, EBT card holder pays for the groceries with their EBT card, and the other person pays them for the groceries in cash (at the discounted amount). EBT card holder now has cash for booze, tobacco, drugs, etc.

A lot of working poor qualify for food stamps. Elderly and physically and mentally disables. Foster parents, etc.
I'm sure everyone will continue to get their FS. Its just a scare tactic.
