You're right the brain continues to develop until 25 or 30, but there's a great deal of difference in the emotional maturity, ability to exercise self control and make good decisions between a 13 year old and an 18 year old, If a child is mature at 13..why don't we issue them driver's licenses and let them buy alcohol and join the military? Being able to marry at 13 indicates that the lawmakers in those states have given a green light to child abuse/molestation- it sure as hell isn't "proof" that a 13 year old child is mature.
The rub of course is that the level of maturity present at a given age varies very widely. Drivers Licenses is perhaps a good illustration. You can get a restricted license to drive at ages ranging from 14.5 to 17 years old depending on the state. Do you think that maturity of teen agers varies between the states?
So what we actually have is a limited substitute for maturity, age. And marriage is one of these indicators. We basically shift you to "adult" status when you marry. Not completely but mostly. It is interesting how it works...in some states you can marry without parental consent if you have graduated high school. My mother did that at 14.
