Congress did not write the AUMF...the White House did. Same White House that found torture to be perfectly legal. In any case, the actions of Congress are not those that are relevant to the claim made during this discussion of unanimous UN and worldwide approval for the invasion. These either did or did not exist independent of any Congressional action, and in this case, they did not...
