In the short term nothing happens. CA will of course go to court and likely get an initial injunction. The Trump administration will likely have to get it to the Supreme Court to have a chance of prevailing.
Even if the administration could prevail quickly the auto makers will stick with the CA rules at least until after the 2020 election. No point to changing designs only to have a Democrat administration reinstate the more stringent rules.
So nothing real until 2021 at the earliest.
Actually, no. The EPA has the authority to regulate this. You guys certainly thought so when Obama was at the switch. And you were right, at least about that. Of course there was a lot of discussion and disagreement about the standards that the Obama administration published. But the EPA's authority to regulate these standards was not part of that disagreement.
There is no reason why a state should have preeminent authority over the national government when it comes to vehicle standards. And according to the law and the constitution, they do not.
What do you think that the reason for an injunction would be, other than that this person is just a partisan judge who would prefer that a Democrat was president and making these decisions?

In the 90s they had smog days where it was harmful to be outside.

The vast majority of that pollution has been outsourced to China now. So that issue is no longer relevant the way that it once was.
