Actually, no. The EPA has the authority to regulate this. You guys certainly thought so when Obama was at the switch. And you were right, at least about that. Of course there was a lot of discussion and disagreement about the standards that the Obama administration published. But the EPA's authority to regulate these standards was not part of that disagreement.
There is no reason why a state should have preeminent authority over the national government when it comes to vehicle standards. And according to the law and the constitution, they do not.
What do you think that the reason for an injunction would be, other than that this person is just a partisan judge who would prefer that a Democrat was president and making these decisions?
The administration appears to be claiming the grant of the rights to set standards to CA was illegal. CA will get an injunction on the basis it is legal. CA may very well win that even at the SC.

Exactly. Apparently, the OP is too young to remember the LA of the 1950’s and 1960’s when the smog was a running gag for comedians and late nite talk shows. It began to negativity impact California’s economy
