I am having a hard time understanding how this is not Federal overreach.
You would not be struggling with your understanding of this if there was a Democrat in the White House.

But they aren't telling other states what standards the other states can set. How is California regulating interstate commerce?

I'm also fairly certain given how integrated pollution controls are in a modern automobile they're not going to make any effort to re-engineer any products for domestic markets that choose to allow lesser standards. Gone are the days when unhooking a couple of hoses gets your around California smog control devices.
They just want to sell automobiles. While the auto companies are certainly concerned about the technical feasibility of these sorts of regulations, the fact is that they apply to their competitors as well as themselves, so they take a much more practical approach to this subject than many of our elected politicians do.

No, this ruling will consolidate vehicle standards with the EPA nationwide and will apply to all the states.

States already have the right to regulate commerce within their boarders. States rights advocates will have a field day with this, but it should prove to be interesting. I couldn’t even guess how our conservative Supreme Court would rule on this.

I suspect that there is a pretty strong chance that the Supreme Court does not even hear this case.

To usurp federal authority, California would have to be imposing standards on states other than California. But their regulations only apply to California. The federal government may be overreaching when they tell a state that they can't impose more stringent standards.

By the way, if the state can't impose more stringent standards than the federal governments, what does this say about states imposing more stringent standards on women seeking abortions. Do states have authority to pass laws within their own borders that are more stringent than federal regulations, or not?

Which means it will be the lowest bar possible and since red states don't care about pollution as shown by the the coal poisoned water in West Virginia, this will result in the continued ruination of our air courtesy of the Republican party.

Not the word I would use. And Californians hosting Trump campaign events should be named and shamed as enemies of the environment.
