Yes, the Constitution grants authority for States to ensure domestic tranquillity and general welfare of their citizens, so certain people have the authority to create laws and others to enforce them.

Beer kicks butt on bananas and string beans hands down.

I've had to resort to horsetail (shavegrass) to get my silicon while preventing a horse belly from high calorie stuff like beer.
