He's doing a sucky job of it. The consensus is pretty universal among the non-brainwashed. And even some of the brainwashed recognize this has not been a good couple of months for Trump. The honest ones, anyway.

Equating the Conservative reaction to Obama (molehill) to the Liberal reaction to Trump (Mt Everest) is rather disingenuous at best.
From someone who lives in NY - Cuomo is an a** like his father. The reason so many have left the state is because of the policies he and his father imposed. Cuomo is for Cuomo - he doesn't do anything that doesn't benefit him - but the picture presented to those outside the state who don't know any better looks different.
Nature abhors a vacuum. With a chief executive who can't give a speech without his underlings having to issue immediate corrections, someone who'll call another elected leader a "snake" and then go on to call for national unity, well - the nation looks elsewhere for leadership.
Governors, mayors, CEOs have been taking their own measures. Which is well and good, but some things should be handled on a national level, and they aren't.
