Perhaps "Americans" that deride, and openly scorn their POTUS, and actively work against his attempts to provide for the welfare of all Americans, should be considered "invalid Americans".

They want blue States to pay for it, but not receive anything back, even though blue States are the largest contributors. So, basically they want blue states to bail out the red ones.

I don't know which article you are referring to, but I have heard both he and others from the administration say repeatedly that loss of incomes and revenues resulting from actions taken to combat Covid-19 should be reimbursed (an attempt to make the state "whole"). What shouldn't be reimbursed are budget shortfalls (eg. unfunded pension liabilities) that existed for many years prior to the appearance of the virus.

If true, that's very myopic thinking. Even in the bluest of blue states, roughly half the population is red. It's the people who suffer, not the governors. They would be punishing their own just because they live in a state where the person they voted for didn't win. If he thinks he's withholding political favors from these governors, he's not. He's giving them political fodder and he's encouraging people not to vote for him, even if they are typically red voters.

The Dem run states, and only the Dem states, want more than just reimbursement for the cost of the virus, they want bailouts from years/decades of mismanagement.
