Come on, the majority of these inner city shootings have to do with beefs, family issues, car jackings and petty thefts.
Personal beefs between those with and without gang affiliations, often determined by gender. So much is about who controls the open air drug market on any given corner in these neighborhoods. Very young children On bikes engage as lookouts for LE.

Females are more likely to react to crap posted on FB.

Another 3 year old was shot yesterday. Mom thought gunfire was firecrackers.

LE describing it as retaliation of a different target and the shooting vehicle likely did not notice the child playing on the sidewalk.

The new Chief of Police has made it very clear the public has got to help instead of protecting the shooters.

Makes me think they were involved with that scene. So their kids are killed because they keepin it real, yo. Ugh. The parents were the likely targets.
Sometimes people don’t speak out because of Very real fear of retaliation. Other times it is to protect family members/ partners.

In absence of one on one police protection which is unrealistic, unless/ until the people within these communities work with LE, nothing is going to change.

Gangs have become fractionalized with no central leadership. LE cannot broker peace the way it once could because no one is in charge of the gangs.

The city does not determine sentencing or parole conditions. Monitoring of those wearing ankle bands is not as stringent as it could be. It has not mattered who is governor, or their party.

Trump claimed he was going to solve the crime problem in Chicago when he was elected, that hasn't happened. I know republicans like easy solutions but this problem is complicated, lack of education, poverty, single parent families and relatives with criminal records.

I would hope that no one is that naive that they honestly believe that there is some sort of instant fix but this is Trump's campaign. He will address the symptom but has no idea regarding the underlying causes, I guess his plan is more police.

On the other side of the coin it would be nice to see BLM be more outspoken on these inner city murders.
