Same reason many are. When you offer welfare which encourages people to not work, to not stay together and raise their kids enough will take the money and shirk their responsibility.
It is still not correct to say a husband is more important than a father. A bio Dad married to one's mother but who is a **** father isn't helping the child at all.
That's the other angle here. Being a father is not a skill you're born with. It's one you learn from fathers around you as you are growing up along with many other skills you learn from a stable community in which you grow up.
If you have never had a father in your life then there is little to offer a child.
