1) again (and I cannot stress this enough) each state makes up their own rules.

2) There are unregulated segments where some insurers secure their own protections against catastrophes and pass those costs along to consumers. THOSE costs can manifest immediately in many states.

<Again, anything I say on this topic is wrong somewhere. >

3) Many of those losses may not be classified as riot or just be a broader trend caused by general unrest (incidents in the days surrounding not deemed riot but rather just vandalism).
