Doesn't sound too out of line to me. What do you want? Government employees to be slave labor? While I do think they should operate more efficiently than they do (far more efficiently), giving employees time off for work life balance is a good thing. Many of these companies that can't find employees willing to work for them could learn a thing or two.
Non-government employees who actually pay taxes are more or less their slave labor.
Four days for sick days, vacation days and national holidays?
20 paid vacation days (160 hours)
5 paid sick/personal days (40 hours) *
10 paid holidays (80 hours) **
35 paid days off total, 9 days less than what federal employees get.
Or if I use the accrued 40 hours of sick/personal time from last year, 40 paid days off, 4 days less than what federal employees get.
Either way, I'm OK with that.
* 40 hours sick/personal time per year, unused hours get rolled over for one year, then expire if not used. Maximum 80 hours at any one time.
** New Year's Day, Good Friday, Memorial Day, Independence Day, Labor Day, Thanksgiving, Day after Thanksgiving, Christmas Eve, Christmas Day, New Year's Eve.

It's not that other people get too many days off. It's that you don't get enough. Do something for yourself rather than trying to tear down other people.
It’s no that at all. It’s the fact that someone else is paying for them to work fewer and fewer days. They can vote themselves more benefits at taxpayer expense. Non-government employees don’t get to vote themselves greater benefits at government employee expense.
That's not totally unreasonable. I think all employees should have the option of more time off, paid or unpaid. To be honest I thought we had more federal holidays than we do. 11 isn't terrible. Not everyone abuses their sick time either.

If people were part of a bargaining unit, then yes- you can certainly vote on benefits.
