One officer did fire at the vehicle but stopped because of the risk of hitting one of the many people on the parade route. A private citizen with a gun firing at the vehicle could result in innocent people being caught in the line of fire.
The alternative is to force prosecutors to be ready for trial immediately. If you're ready to file charges because you are certain that a specific person committed a specific crime, then be ready to prove the case.
Let's see actual speedy trials... be ready to make a plea arrangement or start the case within a week.
The Constitution prohibits excessive bail, and no matter what public safety spin we put on it, remanding an accused is still jailing a person not convicted of a crime, with no definitive period of incarceration.
New York made part of its bail reform law changes in the Discovery process. All documents and evidence need to be in the defense's hands within 15 days of arraignment (arraignment being also sped up for smaller infractions, within 20 days of incident after appearance tickets are filed within 24 hours of issue). Working for the government, Discovery was a pain in the ass, but I appreciated the goal of making the state do its investigation BEFORE filing charges and being ready to move.

I was referring to Kyle himself...he should have exercised his 2nd Amendment rights, in his case, it would have been the appropriate thing to do, since he was being charged and tried for a crime, (that would have been protecting himself from agents of the govt).
