That article makes a lot of assumptions regarding systems that haven't even been designed yet, but overall I like the idea of preventing impaired drivers from operating a motor vehicle and potentially killing innocent people including children. I would even go one step further to add the capability for police to shut down a suspect vehicle involved in high speed chases which could save even more lives.
Just because you don't know if they exist does not mean they don't exist.
They will be in every new car and on all the time to monitor everyone 24/7/365.

That same device that monitors your driving can also track your mileage for the Federal Mileage "Fee" they want to implement.
The infrastructure bill has money allocated for a pilot program for that "fee".

They have to implement new ways to fund the road maintenance programs besides gas taxes as more people transition over to electric vehicles. NC already collects an added fee for electric vehicle registration but it's probably not enough to offset the actual costs of road maintenance and new construction.

NC collects their own state fees which have nothing to do with the Federal government who owns the interstate highway system.
Just like everyone gets a piece of the gas tax, everyone will want a piece of the mileage tax.

All the money disappears into a black hole once it gets to DC.
And then they cry there is no more money left.
My 2019 Honda Accord Hybrid has a camera that lets the car determine when you're changing lanes. If you do it without using the turn signal, an orange banner lights up on the dashboard telling you "Lane Departure". If you do it several times, another orange banner lights up saying "Time for a break", and even shows a cup of coffee.
It would be trivial to put in another piece of software to, say, disable the gas pedal, and let the car coast slowly to a stop. (I hope it doesn't do that on a busy freeway.)
"I don't think" is not a reason to not deal with this intrusion NOW, before it winds up in our cars whether we like it or not. The tech is definitely there.
Hell, this will probably kill more people than drunk drivers.
