His family were probably migrant workers. Hispanic folks from south texas would go up north to work.
I have lots of cousins that stayed there - Washington State, Idaho, Wisconsin, Minnesota.
And you would be surprised how many people in some south Texas towns only speak Spanish but were born here. Or just feel more comfortable speaking Spanish.
I was lost when I lived in Laredo - people just assumed I spoke Spanish. Where I grew up we were not allowed to speak Spanish in school etc - so we lost that skill.
Legal migrant workers are ok but not illegal ones. No info has been released about his parents and grandparents as to what their status was in our country and it never will be as it would be considered not PC to do so in today's world. I can't even fathom how someone who was born here and is now an adult wouldn't know English and wouldn't be comfortable speaking it after 20 years or so of living here. They had to have attended our schools. I think the ones who don't want to speak English arrived here as adults.
The town where the shooting occurred was 80% Hispanc. All but two of the kids that were killed had Hispanic surnames. I wonder why there was there hardly any diversity in that town?
Just raise the age of adulthood to 21 and be done with it.
I agree, however you know that the argument would be that if an 18 year old can serve in our military they should be able to vote and purchase firearms.
Just watched my local news and they stated the shooter entered the door which has been propped open a few minutes earlier by teacher who wanted to go get her cell phone.
I hope she has nightmares over her action every night for the rest of her life.

you would be surprised how the people along the border that were born here and lived here for generations basically speak Spanish as their main language
When we go visit cousins down there - we have to retrain our brains - lol. And they have lived in the states since the early 1900s.

I would bet that this happens at schools across the country every day, students enter and exit all the time. These are not fortresses they are schools and it was senseless to believe that hardening would be a complete solution.
