No, it isn't up to the voters, really. Not for either side.
I don't think the DNC wants to see Hillary with the nomination in '24, either.
I would be absolutely shocked if Biden runs in 2024, between his mental difficulty which is obvious and the results, though once Republicans take the House, gridlock will likely calm things down.
I doubt Harris will run, because her own party doesn’t even like her.
So I guess Warren will run. I would never vote for her. I would vote for Tulsi or Manchin, but the party has left them behind.
I really hope Trump does not run, because I think he will put a lot of energy into payback and that is understandable, but not what we need as President. If he gets nominated, I will just have to hold my nose and vote for him though, because the actual policies were better than what we have now. We need to stop one party control. It’s never a good thing.

See I have been voting 3rd party because IMO Democrats have taken positions on things that I just can’t understand anymore and because I could not stand Trump as a person.
Now I will be forced off 3rd party voting simply to keep today’s out of touch Democrats in check, even if that means getting sick to my stomach to vote for Trump knowing full well he is going to be too focused on payback.

What the Democrats did to him - as we see with the Clinton campaign inventing the Russian collusion and getting the FBI to investigate it, and the mainstream media's hysteria in the subsequent four years and the double standards in 2020 - was beyond the pale and criminal. It's also criminal that it's not being extensively reported and discussed by the mainstream media who continue to look the other way. The whole system is corrupt and bankrupt.
On the other hand, Trump is a vain, chaotic, borderline psychotic man whose first agenda should he ever win in 2024 would be pursuing personal vendettas against the Democrats (sort of understandable). And his behaviors on January 6th was childish and petulant.
His actual policies as president were hard to argue with, which makes it more complicated. Perfectly solid SCOTUS picks, strong border policy that saw a significant fall in illegal immigrant, and pre-COVID a perfectly robust economy that needed little US help. His foreign policy was more on the mark than not.
But bringing Trump back is not healing and moving forward. I really don't know what will happen in 2024. The 1/3 Dem left and 1/3 Rep right utterly despise each other. The Dem left are more powerful through control of the institutions and institutional Fed bureaucracy, which makes them the bigger threat of the two. So who knows.

The control of institutions and the bureaucracy is (or can be) dependent on political appointments, isn't it?
It is possible that with a GOP President some of that could start to lean back the other way?
