JMO:
Sleeping arrangement in an office building that is not coded for such could be an insurance issue, a fire code issue, a motel-hotel-temporary habitation code and tax issue.
So is the employee who sleeps at the office on the clock or off the clock?

City employed, First Responders usually work 24 hour shifts. Does San Francisco FD have 24 hour shifts? Most fire houses have...wait for it...wait...BEDS!
