Not if someone was not prosecuted. That's not precedent.
A case dismissed on procedural grounds (like S.O.L.) which dismissal is upheld on appeal is precedent in that same district. Other legal actions are not binding precedent.
Maybe, but it is an obvious weaponization of the justice system when only one side gets punished, and it is coincidentally only the opposition of those in power.
