Because they don't want to balance the budget? I don't know. There are some states that have rainy day funds with millions, even over a billion in reserve because they balance their budget (some have it required by law).
Of course when the government wants to cut some things, there are people that protest, and when they want to raise taxes people protest.
Because the people repeatedly give them a mandate to do so. The essential problem is that we elect politicians to make laws. We need stewards, not lawmakers.

Actually, I think we elect politicians to bring home the freebies. We want everyone else's politician to be fiscally responsible.
This is why I'm surprised there isn't a grass roots effort for a Balanced Budget Amendment. It almost passed congress in the 90s, and I'd support it in a heartbeat.
Just make the government balance the budget and make a 2/3 majority needed for any emergency. That should help quite a bit, no?

Cut taxes and spending.... drastically. Whadoyano, people might have to be a part of communities, churches, and families again.
Corrupt foreign governments will have to get their freebies, that don't get passed down to their people, elsewhere. Oh well.
This situation is a big reason why I've jumped ship. I have no intentions of voting for either of the two parties any more.
Same can be said for public schools. Maybe not all ~ some truly poor areas are genuinely in trouble ~ but some, like "the burbs" where I live. The schools are top-heavy in administration. And new schools are designed to look posh and fancy, as though the institutional look isn't good enough anymore. All the extra money that is spilled into building Taj Mahals. Good way to budget tax-payers' money.
This is part of the reason why I do NOT ever vote 'yes' in any local school levies and probably never will.
