I'm scared of North Korea. The leader is bat-siht crazy. The people are brainwashed. They're testing nukes. Its only a matter of time before their rocket technolgy gets better and mainland US is a reasonable target. The UN won't do anything. They're worse than cops on the take. Calling them spineless is an insult to whimps everywhere. They're just useless, like a screen door on a submarine.

Three countries in the World are interested (one more, one less and one desperatly most of the rest) in KPDR's nuclear program success. Those are China, Russia and definitely Iran. Each of these 3 countries have own motives of supporting N. Korean regime and it's nuclear plans (China and Russia want to keep this "lever of pressure" to political processes in the World, besides that China also hopes to solve some internal problems and trading issues in Asia and Africa; Russia is interested mostly politically and hope to solve conflicts in South Caucasus and Balkans in own favor (they still have that stupid SUPERPOWER complex); Iran needs N. Korea to share it's nuclear experience with Islamic Republic and also from "IT WILL LET US RID OF THOSE WESTERN BUSTARDS' ACCUSATIONS AND SANCTION PRESSURE THAT POISON OUR LIFE!" point of view. Or hopes that West finally will be distracted from Iranian nuclear program). There also can be more (unexpected) players in this deadly game. So, this problem is much more serious if there can be such.

Would now be a good time to start pulling our troops out of South Korea and reducing our number of bombers in the region?

Not really! This is the stage when activity of US troops in the region cannot change the process backwards. And besides as I said N. Korea is far not on it's own. You need to deal with big regional players. Only China and Russia can help to neutralize KPDR's nuclear facilities and warheads. I would say they are controlling the situation for 70%. The rest depends on N.Korean leaders' madness.
You need to realize that this lever of pressure on USA is like manna from heaven for Russia and China. Not being as powerful as US those countries, especially The Russian Federation, by means of intimidating westerners and Japan with S. Korea want to prove it's significance.
By me it is very "dirty" play!

I refuse to get even remotely spooked by whatever this little pip squeak country does. And the same goes for Iran. They are not a serious military threat to us, although they are destabilizing influences on their regions. We have nukes to deal with serious threats, thats what they're there for and they prevent hostile countries from getting too aggressive against us or their neighbors. South Korea can't even feed themselves or stay warm in the winter.
It's too bad there isn't an Israel nearby South Korea to put a stop to their shennanigans. Iran isn't that lucky.

This is why they're pulling this now. They believe that all that will be done is a little diplomacy so it's a great time to move ahead with their nukes. They believe they can get by with it.

I don't think it has to be the USA all the time fixing everything but since we're moving into a position of weakness and simply using our military for nation-building, hopefully Russia or some country will step up to the plate.
