What can be done to improve impoverished inner city neighborhoods?

Racism exists. Always has and always will. Our nation's history proves that those groups that are willing to work their way and fight their way to a better life, and demand that their children become educated and assimilate into their adopted world, will gain a better life for their families.

Anyone of Irish descent that knows US history is aware that our ancestors weren't considered the cream of the immigration crop and welcomed with open arms, handouts and a free job.
