I guess you didn't understand the news. Positive growth re-emerged in both the US and in Europe in the third quarter of this year. There is that pesky five- or six-hour time difference, but July-September is still the same quarter in both places. Japan saw positive growth in the second quarter, so that's now three key economic areas who have managed to get back in the black...

Well it may take some time to see how these stimulus plans play themselves out in both the U.S and Europe. So far the stimulus in America hasn't led to the multiplier effect.
These multipliers exist within the economy itself. They aren't created by the stimulus bill. The stimulus bill only seeks to take advantage of them...
