The US Constitution does not guarantee that non-believers would be protected from exposure to religion and the symbolism of religion. It only states that government cannot establish any type of church or religion. This is to protect our rights to practice our religion and beliefs. Since public property belongs to the PUBLIC and NOT to the government, religious symbols are allowed under our Constitution.

This is well known. It appears in the writings of Thomas Jefferson, who was definitely instrumental in the writing of the Constitution.
