Stupak was fighting to make sure that no federal funds would be spent for abortions. There is additional funding in the bill for community health centers, IIRC you will find some of that in the Amendements.

If signed into law the charges/fees for the compulsory insurance and those subject to additional +3% Medicare tax becomes effective in 2010. Actual health coverage and services do not go into effect (theoretically) until 2014.

You will probably have to wait until the SHS and her new bureacracies determine the "start date" of the elimination of pre-existing conditions; however, no later than 2014.

If one looks at the Mass. health system they started implementing the Medicaid portion well before the effective date written into the law.

It is likely the federal government will similarly push this burden of the 60% increase in those covered by Medicaid health services to be deemed into effect earlier than that date written into the law. The burden will be on the states already facing serious budget deficits.

Pay now for delivery later.

Pelosi also announced that. We'll just have to wait and hope that this is one promise that is kept.

The bill, as it stands now, does provide taxpayer funding for abortions with it's wording.
