I am going through the same thing with my 16 year old stepson. He's in therapy but it's not stopping. :-( It's disturbing on to many levels.

a) Stealing is bad. Either he should buy his own, or you can provide him with basic panties and such.

b) OP son (or Nikki's stepson) are either fetishist, or hidden transgendered folks who are afraid to admit it. The latter isn't "curable" (unlike stealing which can be stopped) and will become stronger and stronger over time. Sooner or later it will overcome them (and it would be best if they don't have family and multiple children then). I would suggest bringing them to a psychologist who specializes in Gender Disphoria. The specialist would help them understand their own desires, and maybe recommend gender transition and prescribe hormones (or not). If they are hidden transsexuals, then the earlier they go through the transition, the better life they would have afterwards. That's why it is important not to try to "cure" them, or demand to suppress and stop it when they are young, but rather support them regardless.
