Any idea as to how they come up with the COL index? Naples higher but Venice lower than PG?

One reason I bought in Deep creek and not on a canal was to keep my COL lower (I am not retired, still have 15+ official years to go, but hoping only 5 actual). Right now I could live fine on $1K a month which is pretty good. Looking at E. Hampton NY and Ranch Mirage CA I doubt that amount would cover taxes. So I really question that COL index. My opinion only...

I can see Naples higher because of the median price of homes there but Venice has a slightly higher median home price than Punta Gorda and yet a slightly lower cost of living, which doesn't make much sense.

Median home prices in Venice may be slightly higher but is that the whole story?We checked Venice before Port Charlotte and the same quality homes seemed quite a bit higher in Venice.
