First, is there a special permit that I need? Second, are there any businesses that do this? Third, any idea on estimated cost? Thanks for any input.

Just curious why you want a hand pump. Lots of people have point wells for irrigation in Rotonda. As you can see by the terrible rust stains on driveways and sidewalks, the water has plenty of iron.

If you're on a canal, can you use canal water to water lawns?

That's Some Good Question's.. #1. what's the salinity of the canal where the house is and bigger issue is it legal to pump from the canals?
#2. I cant see why it wouldn't be legal.. Its not like a lake or a stream ,there are some places that have restrictions on pumping from lakes and streams..
#3. how much salt ( % ) will a lawn and most plants tolerate? hummmm even if they live will they barely tolerate, reasonably survive or flourish? Huge differences in those after spending anywhere from Hundreds to thousands on your yard..

I don't know about grass, but I do know that the salt water from Sandy killed 3 trees and many bushes on my property in NJ.

Where I'm talking about is freshwater, not tidal, Im thinking is there ordinances and regulations in FL about wetlands. That would be strange since most of the canals are manmade and has already altered the landscape. I know up here in CT you can't "officially" alter wetlands without years of permits, I had a freind pumping from a swamp during a drought, the next thing he knew there was a state DEP warden paying him a visit.

Pumping from the canal to water yard and plants? Rotonda " Fresh" or PGI / PC? "Brackish"?
