I-540 would theoretically be renamed I-640 once it becomes a full circle, because odd numbers(5) are used to indicate interstate spurs and even numbers (6) are used for loops.

Yep, but just touching I40 twice counts for an even number - think I295 in Richmond. Not much more than a semi circle.
So extending the existing terminus at 64 in the SE quadrant to I40 as an "Interstate" would qualify it.
The point of the numbering system should be to make it clear to the users, not to make an end run for easier tolling.
They need to paint a big orange line on the Road Formerly Known As Beltline to show where West becomes East and East becomes West.
Course I'm so old fashioned I still use road names instead of exit numbers to give directions...

The problem is that federal law essentially doesn't allow interstate funding for new tolled roads. And since it doesn't appear likely that any of the remainder of 540 will be built without tolls, the section between US 64 and I-40 on the eastern side will have to be NC-540 and not I-540, thus leaving I-540 as a spur road with an appropriate number.
It's a stupid policy that just serves to create confusion for people trying to get around, but it's what we're stuck with.

Agree, the Feds have been somewhat ambivalent over time concerning tolls on Interstates. The current construction of the HOT (High Occupancy/Toll) lanes on I495 in Virginia being an interesting twist.

I-95 has tolls out the yin yang through Maryland, Delaware and NY, doesn't it? I feel that eventually they will rename the completed outerloop I-640 including the tolled section. They'll come to their senses. They did, afterall, rename "Old Wake Forest Rd" to "Wake Forest Rd." And the I-440 designation didn't even appear until 1991.
